If you are renting a room or have just moved to Pleiku, the electricity bill hits you in the first month. This page covers the price list in force, how it works when you rent, and the two procedures you are most likely to need: a new electricity contract and changing the name on an existing one. Home electricity prices: six tiers since 10 May 2025
The household price list has applied since 10 May 2025. EVN, the national power company, publishes the same list, and it has not changed since. VAT comes on top, so your bill will be higher than the table.
| Tier | Monthly use | Price (VND per kWh, before VAT) |
|---|---|---|
| Tier 1 | 0 to 50 kWh | 1,984 |
| Tier 2 | 51 to 100 kWh | 2,050 |
| Tier 3 | 101 to 200 kWh | 2,380 |
| Tier 4 | 201 to 300 kWh | 2,998 |
| Tier 5 | 301 to 400 kWh | 3,350 |
| Tier 6 | 401 kWh and above | 3,460 |
| Prepaid card meter | any amount | 2,909 |
How the tiers add up: a household that uses 250 kWh in a month pays 1,984 VND for the first 50 kWh, 2,050 for the next 50, 2,380 for the next 100 and 2,998 for the last 50, which totals 589,600 VND before VAT. The same 250 kWh on a prepaid card meter at 2,909 VND per kWh is 727,250 VND, also before VAT. That is an illustration, not a real bill.
Poor households get a monthly support equal to 30 kWh at the tier 1 price, and social-policy households that use no more than 50 kWh a month get the same level of support.
Five tiers or six?
You will see articles saying there are five tiers. A newer government rule describes a five-tier structure, but the older structure keeps applying during a transition period. The six-tier list above is the one EVN currently publishes, so check against your own bill.
Renting a room: which tier you pay
If you are a student or worker renting for under 12 months and your landlord cannot list everyone who uses the power, all the electricity on the meter is charged at the tier 3 price, the 101 to 200 kWh rate. If the landlord does declare the full number of people, the power company sets an allowance for the landlord based on a temporary-residence paper or a confirmation from the local police, and every 4 people count as one household for the allowance. So for a tenant, your temporary residence registration and the landlord’s declaration directly affect the price you pay. We recommend asking whether the landlord has declared the number of occupants before you sign.
Prices can change
Electricity prices do move: the rule on adjusting the average retail price was just amended and took effect on 9 July 2026. The table is the list published on 24 October 2026; if EVN has published a new list since then, check EVN’s price page before you calculate.
Getting a new electricity contract
On the National Public Service Portal this procedure is called “new connection from the low-voltage grid (220/380V)”. It goes: request received, site survey, installing and accepting the meter, and signing the contract. It takes 7 working days, whether you apply in person or online. A household customer submits one original application form, ID and papers showing who the contract holder is, which includes a house lease of at least 1 year with the owner’s consent. The Central Vietnam Power Corporation handles it, fully online on the portal.
Changing the name on the contract
When a home changes occupant or owner, you do “change of electricity contract holder”. For a household customer applying in person it takes 3 working days and is free. The steps are request received, survey, and signing a termination of the old contract and a new contract. The new holder brings papers in their name for the address, such as a permanent household book, a temporary residence book or a house ownership certificate. Before you go, ask the power office which of those papers it accepts.
12 electricity services on the VNeID app are technically ready, including new low-voltage connection and change of contract holder. They have only just reached that stage, so open VNeID and check whether the service is open to you before you go to the power office.
Who to call

Its number is (0269) 2229333; call ahead to confirm where to hand in papers and the opening hours.
