A new baby, a wedding, or a lost birth certificate for a family member all lead to the same question: do you go to the ward office, the commune office, or up to the province? In Pleiku it is the commune or ward office. This page follows the order you will meet things in: where to file, what a birth needs, what a marriage needs, how to do it online and what it costs. It covers Vietnamese citizens living in Vietnam. If one of you is a foreigner, ask the office where you live which office handles your case. Office names and addresses below use the names in force since the 2025 merger; see Pleiku wards after the merger for the old names.
Where to file: the People’s Committee of the commune or ward where you live

You do not need to go to the province. A birth is registered by the commune or ward office where the father or mother lives, and a marriage by the office where either partner lives. Since 1 July 2025 the word for all of them is the People’s Committee at commune level: commune, ward or special zone. You may choose the office where you live, and if you hand your papers to an office that is not where you live, it must help you send them online to the right one.
Pleiku has seven of these offices:

| Office | Address |
|---|---|
| Pleiku ward | 81 Hùng Vương |
| Hội Phú ward | 188 Trường Chinh |
| Thống Nhất ward | 811 Phạm Văn Đồng |
| Diên Hồng ward | 18B Wừu |
| An Phú ward | Quốc lộ 19 (National Highway 19) |
| Biển Hồ commune | 303 Tôn Đức Thắng, hamlet 3 |
| Gào commune | Làng C |
Offices work Monday to Friday, 7 am to 11:30 am and 1:30 pm to 5 pm. Go to different counters: a birth filed in person goes through the public administration service centre, which passes it to your ward or commune, while a marriage goes to the one-stop counter of the People’s Committee. The centre is described in Pleiku Public Administration Service Centre.
Birth registration: who goes, what to bring
When the baby arrives you have time, but not unlimited time: a parent must register the birth within 60 days. A paper file includes the birth declaration form. Start with the hospital’s birth certificate; if there is none, a written statement from a witness to the birth will do, and if there is no witness either, a signed statement about the birth. If the birth certificate was already filed electronically, or the office can pull the digitally signed data, you need not bring the paper copy.
The person registering shows a passport, ID card, citizen ID card, e-ID or another valid photo document. If the office can read your residence from the national population database, you need not bring residence papers. Copies can be certified copies, copies issued from the register, a photo with the original, or electronic files, including documents stored in the VNeID app. The clerk may not ask for papers the civil status rules do not require.
Grandparents or other relatives can register a child without a power of attorney, but they must agree on the details with the parents. Anyone else needs a certified power of attorney, unless they are a grandparent, parent, child, spouse or sibling. On names, the rules ask you not to choose a name that is too long or hard to use. If the parents cannot agree on the child’s surname, ethnicity or home place, custom decides, but the child must take the father’s or the mother’s. If the father is not known, the child takes the mother’s surname, ethnicity, home place and nationality, and the father’s line is left blank.
If the parents are already married, the office checks that itself in the provincial system. If it cannot, the commune or ward where the parents are registered or married must verify and reply within three working days of the request.
In person, a birth is done the same day, or the next working day if your file arrives after 3 pm. Re-registering a lost birth record takes five working days, up to 25 if checks are needed, and the form carries your statement that you have submitted every paper you hold.
Marriage: conditions, papers and the day of registration
Check the conditions first: the man must be at least 20 and the woman at least 18, both must choose it freely, and neither may have lost legal capacity. The office will not register a child marriage, a forced or deceitful marriage, or one where someone is blocking the couple, and the state does not recognise same-sex marriage.
The file is a marriage declaration form with both people’s details, and in person you can both fill in one form. Each of you shows a passport, ID card, citizen ID card or other valid photo document. The office checks your marital status itself in the civil status and population databases. One partner can file the papers without a power of attorney from the other. On the registration day, however, you must both be there. You both show ID, confirm you are marrying freely, sign the marriage register and the certificate, and each of you gets one original certificate. It is done the same day, or the next working day if your papers arrive after 3 pm, and at most five working days if the office has to check your eligibility.
Filing online, and the linked procedure for children under 6
If you are away or cannot make office hours, a birth can be registered fully online. Go to the national public services portal or the provincial one, make an account if you do not have one, verify, log in, and pick the right commune or ward office. Fill in the e-form, attach scans or electronic copies, and pay any fee through the online payment function if it is offered. The clerk sends back an electronic birth certificate, which you check and confirm within one day. For a birth you do not need to attend to sign the register, and re-registering a birth can also be done fully online.
Marriage is different: it is only partly online. You file and confirm the electronic marriage certificate within a day, but you both still have to attend to show your ID.
Watch your email and phone messages after you file online, because the appointment slip for your result is sent there.
If you have a child under 6, from 1 September 2026 a birth, permanent residence, health insurance card and a citizen ID card can be handled together electronically. Birth, residence and health insurance are done within three working days once the offices have the full file, or five if checks are needed; the ID card takes up to five working days. Files received after 3 pm count from the next working day. The residence step is in permanent residence registration in Pleiku and the ID card is in getting a citizen ID card in Pleiku.
Fee: waived if on time, ask the People’s Committee for the rest
An on-time birth registration and the marriage of a Vietnamese citizen living in Vietnam are free. So are civil status registrations for families of people with revolutionary service, poor households and people with disabilities. A certified extract copy does cost a fee. A late birth is charged at the province’s rate.
Gia Lai’s rates took effect on 18 July 2022:
| Registration | Fee |
|---|---|
| Late birth; re-registered birth; birth of someone who already has papers on file | 8,000 VND |
| Re-registered marriage | 30,000 VND |
| Certificate of marital status | 15,000 VND |
That rate was set before the merger, so ask your ward or commune office for the current figure. Fees are paid to the office that takes the file, at the rate set by the finance minister or the provincial council.
There is also a temporary waiver. From 15 August 2026 to the end of 28 February 2027, Vietnamese citizens with a level 2 electronic identity account that meets the conditions get some fees waived or reduced, civil status fees included. The rate drops to zero for three items: re-registering a birth, re-registering a marriage and a marital status certificate. You must use a level 2 e-identity account and file through the online public service. For a birth you need five basic documents already linked in VNeID, and for a marriage re-registration or status certificate you also need the marriage certificate linked there. The Ministry of Justice birth certificate counts as one of those five.
A copy of the civil status extract or birth certificate normally costs a data access fee of 8,000 VND a copy. Done online with VNeID and the five documents linked, it is 0 VND, and the waiver covers that fee too. From 1 March 2027 the rates return to the original ones, so after that date ask the office what applies.
The new Law on Civil Status from 1 March 2027
This page follows the 2014 Law on Civil Status, in force since 1 January 2016. A 2026 law replaces it from 1 March 2027, so papers and deadlines may change as the date gets closer; ask your office again. Once you have the certificates, the next steps are everyday ones such as water prices in Pleiku and electricity prices in Pleiku. Every other procedure is in the Procedures section.
