Within Gia Lai province you can file an administrative application at any one-stop desk (Bộ phận Một cửa), not only the one where you live. The provincial Public Administration Service Centre takes paper files at 69 Hùng Vương, Pleiku ward, and all offices in the province work Monday to Friday.

Nothing is more annoying than queuing at a ward office only to be told your paper goes to another desk. This page shows which desk takes which paper, the difference between the provincial centre and a ward office, and when to arrive so you only go once.
Phrase card. Bộ phận Một cửa = the one-stop desk. Tôi muốn nộp hồ sơ = I would like to submit documents.
How the provincial centre and the ward centre differ

The provincial Public Administration Service Centre takes paper files at 69 Hùng Vương in Pleiku ward, and at 127 Hai Bà Trưng in Quy Nhơn ward. Gia Lai is now a merged province, put together from the old Bình Định and Gia Lai, hence the two ends. In Pleiku, Hùng Vương is your site; forget Quy Nhơn.
The provincial centre sits under the provincial People’s Committee office, and each ward or commune People’s Committee can run its own centre too. The Pleiku ward office is at 81 Hùng Vương.

| Level | Part of | Address |
|---|---|---|
| Provincial centre | Provincial People’s Committee office | 69 Hùng Vương, Pleiku ward; 127 Hai Bà Trưng, Quy Nhơn ward |
| Ward or commune centre | The ward or commune People’s Committee | Pleiku ward People’s Committee: 81 Hùng Vương |
We recommend the provincial centre for matters handled at provincial level, and your ward office for copy certification, civil status and anything else at ward level.
You can file at any desk in the province
Gia Lai’s People’s Committee has told offices to process applications regardless of administrative boundaries. You can file online, by post or in person at any one-stop desk, wherever you live, wherever the organisation is based and wherever the document was issued.
So file wherever is on your way. If the application belongs to another office, the centre forwards the paper file within one working day, and the result comes back to the centre where you filed. You collect it there with your receipt and appointment slip.
Local tip: Keep that slip safe. You return to the centre where you filed, not to the office that processed the case.
Working hours
Government offices in Gia Lai work Monday to Friday.
| Session | Hours |
|---|---|
| Morning | 7 am–11:30 am |
| Afternoon | 1:30–5 pm |
The cut-off to remember is 3 pm: for birth registration and certified copies, a file received after that and not handled straight away is finished the next working day. Need it the same day? Be there before 3 pm.
Common matters: where to file and how long it takes
Each matter has its own route, so check the table before you leave home.
| Matter | Where to file | Time limit |
|---|---|---|
| Birth registration | The competent public service centre | Same day; after 3 pm, next working day |
| Certified copy of an original | Commune or ward People’s Committee | Same day; after 3 pm, next working day |
| Criminal record certificate | Provincial centre (69 Hùng Vương, Pleiku ward), or VNeID and the public service portal | Depends on the type of file |
| Permanent residence registration | Commune-level police, not the People’s Committee | Seven working days |
If you file a birth registration at the provincial centre, staff pass it on to the right commune-level People’s Committee. You fill in a form, and your residence details are pulled from the database, so you only show residence papers when they cannot be found there. Birth registration filed on time is free of charge.
For certified copies, bring the original and the copy you want certified. If you show only the original, the office photocopies it for you. Many copies or complicated content can add up to two working days.
Permanent residence goes to the commune-level police, so don’t queue at a service desk to be sent elsewhere. The steps are in the guide to registering permanent residence in Pleiku.
Local tip: Take the original along with the copy, in case the desk wants to compare them.
Birth registration and residence: papers, deadlines and why a file comes back
They are separate routes. For a birth, a parent has to register within 60 days of the birth. Bring the birth certificate from the hospital; if there is none, a written statement from a witness confirming the birth, and if there is no witness either, a sworn statement about the birth. If the maternity unit has already filed an electronic birth certificate, or the office can get the digitally signed data itself, you do not need the paper copy. On-time registration is free; late registration is charged at the rate set by the provincial People’s Council.
If a paper is missing, staff tell you what to add, and only if you cannot supply it does the centre refuse the file. So it is not an instant rejection, but you will have to come back.
Local tip: Ask the maternity unit whether your child’s birth certificate has already been sent to the system, because an electronic copy means no paper to carry.
Residence registration is separate: you file with the commune-level police. A complete file gets you a receipt and appointment slip, after which you pay the fee as required and collect the result on the date given. A file that qualifies but lacks some documents gets a note on what to add, and a file that does not qualify is refused with a written notice.
Online filing, fees and refusals
The one-stop desk guides you, checks your file and can refuse one that is not in order, so a form missing an attachment can send you back. Fees are only those the law sets; if you are charged something else, you can point to that rule.
If you would rather not travel, the desk also helps you use online public services. Birth registration online goes through the national public service portal: you fill in the electronic form, attach photos of your papers and pay the fee online. The appointment slip arrives by email or text message. With clear photos of your documents, online filing saves a trip.
To check the rules yourself, see Decree 118/2025 in the government gazette, the birth registration page on the national portal and the list of ward and commune offices in Gia Lai. To see which ward your old one became, open the guide to Pleiku wards after the merger; more paperwork guides are under Procedures.
